for slats, it looks like you use treated wood. if you can find a freshly downed white pine or someone has one in there yard from a storm or something haul it back to your spot and split it into slats. but dont split the center or a peice that has more than 10 knots. and it splits like butter until the peices get above 20 inches. i use maple for the framing and then the pine for decking and it works great.

i found that if you can hold the log steady, they have these chainsaw chains with a handle at each end, and they work quite fast, and are good where you cant use chainsaws because of noise disturbance or keeping the trail a secret. but if you are getting a saw, the poulan woodshark is nice, or drop 80 extra bucks and get this:http://www.echo-usa.com/product.asp?Model=CS-306&Category=CHAINSAW
